Abstract
The Growth and Poverty Reduction Strategy Paper (Strategy) is a cross-sectoral strategy with national coverage that entered into force in 2008 and was implemented until 2010. The Strategy articulates the vision and resources required to lift Haiti out of poverty and destitution, and it has the following priority pillars: growth vectors, human development, and democratic governance. These three pillars are supported by twelve targeted or cross- cutting thematic areas, namely: gender equity; human rights; the environment; disaster and risk management; combating HIV/AIDS; scientific and technological innovation; childhood poverty; youth employment; local border development; and capacity-building.
Under the Strategy, it will be sought to define a framework conducive to strengthening food security and monitoring its application; introduce cross-cutting mechanisms, strengthen the departmental capacities for inter-sectoral and inter-institutional integration, ensure the monitoring of food security and poverty.
Under the Strategy, it will be sought to develop environmentally friendly agriculture; facilitate access to land and combat the absentee ownership phenomenon; and make working the land more secure and promote re-parcelling. The government will seek to revitalized agricultural production, modernize rural infrastructures, promote fisheries and aquaculture, revitalize agro-processing, promote a new marketing strategy, strengthen production support structures, and promote agricultural finance. It addition, the Strategy will seek to improve environmental governance, integrate management of water resources in the watersheds and coastal areas; and restore equilibrium between the supply of and demand for wood/charcoal energy through reforestation.
Under the Strategy, it will be sought to reduce the existing disparities between geographical departments and between urban and rural areas as regards the distribution of available schooling at the preschool and basic education levels; increase access to reference care services on the part of the entire population in rural areas; and furnish basic water supply and sanitation services to the residents of shantytowns and low-income rural populations, while applying the principles of neutrality and transparency; and promote the generation of jobs.
Under the Strategy, it will be sought to promote access to financial resources on the part of the micro-enterprises; promote the provision of funding to the informal sector; promote the integration of excluded and marginalized groups in the financial system; and place the environment as a focal area for attracting investment and providing business opportunities to the poor.
Under the Strategy, it will be sought to reduce environmental vulnerability of the poor and adaptation to climate change; combat soil degradation and seeking sustainable management of biodiversity; and combating pollution in its various forms. In addition, the Strategy will position risk management among the priority strategic focal areas for development. Governance – The Ministry of Planning and External Cooperation is responsible for the coordination and monitoring of the Strategy implementation. The various technical directorates of the ministry distribute among themselves the responsibilities for coordinating, implementing, and monitoring and evaluating the Strategy. These directorates will be supported not only by the National Poverty and Social Exclusion Observatory, but also by the Research and Programming Units of the sectoral ministries.
