Abstract
Ensuring the protection against flood, and thus planning, regulating, organizing, governing, controlling of flood preventive activities, through the construction, development, maintenance and operation of protective waterworks (mainly reservoirs and canals) of non-local competence, shall be the duty of the State. This Act applies to the tasks and activities related to the re-development, planning, preparation and realization of the V s rhelyi Plan (improvement of the capacity of water flow in the principal bed, creation and restoration of floodplain zones, etc.) . For this purposes, the State has the right of pre-emption or expropriation over land plots along the planned waterworks. The Act determines the rules of administrative and legal proceedings, defines the competence of authorities involved, in particular regarding the authorization of the environmental protection and water management authorities. This Act foresees the employment of jobless public workers for the restoration and maintenance of the principal river bed.
