Abstract
The purpose of the Act is to promote the reduction of emissions of materials or energy into the environment, the application of the most efficient solutions for the protection of the environment and nature, and the proportionate burden-bearing between the state and environmental users.
Polluters who discharge into the air, to surface waters or intermittent watercourses or into the soil are obliged to pay an environmental impact fee for each unit of environmentally hazardous materials as specified in the Act.

Entry into force notes
This Act shall enter into force on 1 January 2004. Articles 11-14 of this Act. The provisions of § 3, § 19 and § 3, § 18, § 21 and § 24 of the soil loading charge shall enter into force on 1 July 2004.
