Abstract
This Act shall be applied to all legal relationships in connection with heat production, conveying, provision and utilization through the district heating system. Chapter I contains general provisions. Chapter II addresses public administrative competences and their distribution among institutions and authorities, and contains provisions regarding consumer protection as well. Chapter III states general rules of licensing. Chapter IV provides for rights on stranger's land. Chapter V governs the operation and the development of the district heating system. Chapter VI provides rules regarding the legal relation between the producer and the provider of district heating, and between the provider, the user and the payer. Chapter VII provides for pricing. Chapter VIII contains miscellaneous and final provisions. Renewable resources shall be prefered for energy production for heating purposes.
Entry into force notes
First entry into force of the Act on 1 July 2005. The latest consolidated version of the Act entered into force on 17 December 2015.
