Abstract
This Agreement between Hungary and Romania seeks to develop the cooperation between the countries for the protection and sustainable use of transboundary or boundary watercourses, transboundary groundwater, as well as for the protection of aquatic ecosystems. The contracting parties shall undertake all legislative, administrative and technical actions in order to improve or at least preserve the current state of the waters in order to achieve the good state of the waters, provided by the DCA. The most important objectives are: a) achieving good water condition; b) prevention of alteration of the state of waters and pollution control; c) preventing, combating, limiting and controlling harmful cross-border effects (of floods, drought, accidental pollution); d) development of systems for monitoring and evaluating the state of waters; e) ensuring the sustainable use of water resources; f) promoting joint research and technological development actions in the fields covered by this Agreement. There will be a Romanian-Hungarian Hydrotechnical Commission. Disputes will be solved within the Commission or in accordance with the Convention on Cooperation for the Protection and sustainable use of the Danube River.
