Abstract
This Decree aims to prevent and moderate damages caused by extremely serious pollution of waters. The persons endangering or causing the degradation of water quality, or being the proprietor of polluted water or waterworks, must collaborate in the abatement of the hazard and in the prevention of damages, under the government of the competent water and environmental protection authority. Duties are grouped in: (1) preparations to damage prevention, (2) exploration and classification of extraordinary pollution, and (3) performance of damage prevention and protecting measures. The environmental protection authority must keep a register of the activities which are source of water pollution and are a serious threat to water quality. All business companies, having a water transfer more than 5 m3/h, has to prepare a damage prevention plan. The competent authorities establish an observation and monitoring system for the detection of extraordinary pollution.
