Abstract
This Decree shall be applied to activities using the substances listed by the EU regulation concerning substances that deplete the ozone layer and to those using gases falling under the EU regulation on certain fluorinated greenhouse gases. The competent authority for the control of application of provisions related to such products and substances and for the imposition of penalties for offenders, is the National Climate Protection Authority. Tasks of the Authority are specified in Article 4. The Authority shall establish and maintain the national climate gas database where every entity dealing in any way with these gases must be registered. This Decree provides rules also regarding the placing on the market and labelling, and trade with third countries of products and equiments containing climate gases. It contains provisions regarding EU quota system of fluorinated carbohydrogens and marketing of products containing them, storage and leak detection, recovery and recycling, reporting of greenhouse gas related data, liability of producers, distributors and operators, sanctions and penalties, training and qualifications as well.
