Decree No. 39 of 1994 (VI. 28.) of the Ministry of Agriculture regarding artificial insemination, embryo transfer and the production, supply, marketing and utilization of breeding materials.

This Decree applies to: artificial insemination; production, marketing and utilization of reproductive materials for cattle, sheep, goats, horses, pigs and red deer; and the control of such activities. Articles 2-6 deal with artificial insemination centers. These require authorization for their operation, to be issued by the National Institute for Agricultural Quality Control. Authorization depends on certain conditions specified in Article 2. Centers shall stipulate a contract with the interested breeding organizations, regarding the performance of the duties listed in Article 5. Semen may be collected only from animals authorized for artificial insemination. Provisions regarding authorization for artificial insemination are laid down in Articles 7-8. Article 9 deals with the supply of semen which may be produced by artificial insemination centers only. The marketing of semen is regulated by Article 10. Special regulations regarding the marketing of imported semen are set forth in Article 11. Control of the centers is performed annually by the Institute that may prolong the authorization, lay down further terms to be met by the center, or withdraw the authorization if conditions do not meet standards (art. 14). Embryo transfer is regulated in Articles 15-24 and centers require authorization for operation also in this case. Standards related to all these activities are controlled by the Institute. A list of authorized centers, prohibited reproductive materials in the case of cattle, the list of male animals authorized for artificial insemination are published in the official gazette of the Ministry (Földművelésügyi és Vidékfejlesztési Értesitő).
