Decree No. 55 of 1987 of the Ministerial Cabinet on the importation of substances dangerous to the human environment.

The import of substances, products or derivative pollutant materials (waste material) which can no longer be used for their original purpose is prohibited. Waste material may be imported for further utilization on the basis of international contracts, and/or an authorization issued by the competent Environmental Protection Inspectorate, granted with the prior consent of the municipal district institute of the National Public Health and Medical Officer Service. The authorization of import of wastes of animal origin is subject to the prior authorization of the Ministry of Agriculture and Rural Development. Applications for authorization of importation of waste material shall be submitted to the Environmental Protection Inspectorate. For the importation without authorization a penalty may be imposed upon the importer or user. The amount of the penalty for unauthorized import of wastes shall be one hundred thousand HUF for each tonne of wastes or part thereof. The offender may be required to re-establish the original conditions, or, if not possible, to render harmless or utilize the imported waste material in such a manner that the environment is not polluted.
