Abstract
According to EU norms, the owners of aircrafts must fill in a model form regarding their monitoring plan of emissions and send it to the competent national Authority which is the National Environmental and Nature Protection and Water Management Inspectorate. The plan must be approved by the Inspectorate. Aircraft owners must also report annually to the Inspectorate on their emissions. This Decree sets out the rules of distribution of emission units. Offences and sanctions are contained in articles 11-12. A fee must be paid for accounting and management of emission units from aviation. Fees are listed in Annex 1.
