Abstract
This Law, recognizing that the climate change and the increasingly frequent and intense extreme weather phenomena are among the most important challenges of today, here sets gross preventive measures and projections aimed at reducing their effects, and adapting to their consequences.
The National Assembly states that climate change and the increase in the frequency of extreme weather phenomena are clearly perceptible everywhere in the world and the natural, economic and social effects caused by them affect more and more people, and confirms that it is important to protect the environment in general from adverse effects of climate change: so it invites the Government to implement short-, medium- and long-term climate protection and climate adaptation measures. For the national climate policy: a) must be aligned with international and European Union commitments for climate protection; b) must give valid answers concerning the entire Carpathian basin; c) must meet all the challenges facing in terms of the domestic environment, society and economy; d) must also take into account the possibility of using carbon-neutral nuclear energy, and e) must be based on the polluter pays principle and the logic of proportionate and realistic interventions. Hungary shall reduce greenhouse gas emissions by at least 40% by 2030 compared to 1990. After 2030, in the event of an increase in final energy consumption exceeding the 2005 level, Hungary will ensure the increase exclusively from carbon-neutral energy sources. Hungary will achieve a renewable energy share of at least 21% in gross final energy consumption by 2030. Hungary will achieve complete climate neutrality by 2050, i.e. the remaining domestic emission and absorption of greenhouse gases will be balanced by 2050. It is developed by the Government: a) the measures necessary to achieve a share of renewable energy sources of at least 21% in gross final energy consumption by 2030; b) supporting the transformation of the population and local communities from consumers to active energy producers; c) the support program for renewable energy and energy efficiency developments of domestic enterprises; d) the amendment of related public policy regulations (mainly transport, energy and waste management policy, water, agricultural and forestry policy, land use, land and settlement development policy) based on the aspects of sustainability; e) the support programs that serve to encourage technological solutions for climate protection. The Government shall ensure the issuance of Green Government Bonds in order to create sources of budget-financed developments serving climate protection, and conduct social attitude-shaping campaigns, with particular regard to economic decision-makers.
