Abstract
This Second National Climate Change Strategy (2014-2025) (NCCS-2) is a multi-sectoral policy document. The document sets the tasks for Hungary in the fields of mitigation of greenhouse gas emissions and adaptation to climate change impacts.
The NCCS-2 seeks to increase the resilience of livelihoods to disasters caused by climate change. One pillar of the NCCS-2 is the Hungarian Adaptation Strategy (NAS). The framework of adaptation and preparation was outlined on risks and climate safety, possible directions of preparation were identified for water management, rural development, health care, energy policy, tourism and other sectors. Another pillar of the NCCS-2 is the National Decarbonisation Roadmap, that charts the possible tracks of GHG-reduction of the country; mainly focusing on emission reduction possibilities and goals. The third pillar of the Strategy is the Horizontal Tools which include the Climate Awareness Plan.
The NCCS-2 seeks to make agriculture more productive and sustainable. Priority sectoral action directions and tasks related to the reduction of GHG include: 1. at least 10-15 thousand hectares of new forest would need to be planted by 2025; 2. It is necessary to reduce the proportion of intensive arable and production structure should be increasingly adapted to local ecological conditions; 3. in terms of both crop and livestock production, increasing yields with less inputs of energy, fertilizer and soil; etc. Priority sectoral action directions and tasks related to the adaption to the climate change impacts include: Development of models for forest managers, taking into account the long-term requirements of sustainable management; promoting the storage and utilization of natural precipitation into the soil, removing areas that are regularly endangered by inland water from arable farming and using them as grasslands, wetlands or afforestation; the establishment of appropriate crops, or appropriate farming in areas prone to acidification to avoid the possibility of soil acidification; etc.
