Abstract
"Those enterprises which cause harmful pollution to waters must pay a fine for effluent discharges". The National Water Authority may, under certain circumstances, establish individual permissible discharge levels (sect. 1). Revenues shall be used for specified purposes (sect. 5). Types and limits of harmful polluting substances are specified in the annex.
