Decree of the Minister of Environment and Forestry of the Republic of Indonesia Number SK.168/MENLHK/PKTL/PLA.1/2/2022 concerning Indonesia's Forestry and Other Land Use (FOLU) Net Sink 2030 for Climate Change Control.

This Ministerial Decree, implementing provisions of the Presidential Regulation no. 98 of 2021, concerning the implementation of carbon economic value for the achievement of Nationally Determined Contribution targets and control of greenhouse gas emissions in National development, establishes and implements the Indonesia's Forestry and Other Land Use (FOLU) Net Sink 2030 Policy, in order to control climate change adverse effects, achieve the Nationally Determined Contribution (NDC) targets in the forestry and land use sectors, and thus reduce greenhouse gas emissions, in compliance with sustainable development goals and Indonesia international agreements obligations. The Decree focuses on the following actions, in order to achieve the goals: avoiding deforestation; conservation and sustainable forest management; protection and restoration of peatlands; increasing carbon absorption. The Decree defines the following operational work output of the FOLU Net Sink 2030: preparation of guidelines and standards manuals, detailing steps and actions to implement activities of each work unit; providing guidance and supervision to regional governments, business actors, communities, and work partners; implementing all work programmes and plans of the Ministry; preparation of work reports, to obtain assessments and analysis of the Carbon Economic Value of each work target, according to the methods and techniques established by the Ministry.
The Decree specifies the following mitigation actions implemented by the Policy: reducing the rate of deforestation and degradation of mineral lands and forests; reducing the rate of deforestation of peatlands and mangroves; development of plantation forest; sustainable forest management; land rehabilitation measures; peat restoration and improvement of peat water management; mangrove rehabilitation and afforestation in ex-mining areas; conservation of biodiversity; improvement of ecosystem replication, green open spaces, and riparian eco-systems; strengthening social forestry; development and consolidation of customary forests; supporting the protection and security of forest areas. The Policy focuses on strategies for achieving net sink, including: determination of forest areas; establishment of multi-business schemes for the utilisation of timber and non-timber forest products; land and forest spatial planning measures; financial measures.
