Abstract
The purpose of this Regulation is for the State to ensure food supplies and food stocks, to prevent and intervene in food insecurity (including food aid for the poor and price controls), and for the local governments and society to eliminate famine and assure food security.
The sources of food supply are local production of food, food reserves and importation. Food supplies may be ensured by developing systems of production of food based on the local resources, developing food production technology, developing food production facilities and infrastructures, etc. The Regulation further provides for food diversification, the prevention and eradication of food problems, human resource development and international cooperation, etc.
