Government Regulation (PP) No. 42 of 2024 concerning the Implementation of Halal Product Assurance

This Government Regulation establishes the implementing framework for the Halal Product Assurance (JPH) system in Indonesia. The primary objective of this instrument is to regulate the planning, implementation, institutional cooperation, and enforcement measures required to ensure that products entering, circulating, and being traded within the territory of Indonesia comply with halal standards, thereby providing consumer protection, legal certainty, and quality assurance regarding halal product availability.

Operationally, the regulation details the specific requirements for Halal Examination Agencies (LPH) and Halal Supervisors in conducting physical inspections, verification of ingredients, and traceability checks across the supply chain, including the handling of animal by-products and processing equipment. It governs the procedural steps for local and international halal certification, including the mutual recognition of foreign halal certificates based on international cooperation agreements. Finally, the text prescribes compliance guidelines for businesses, specifying mandatory labelling and packaging rules for both halal-certified items and products derived from non-halal materials, and outlines the enforcement mechanisms, listing administrative penalties and sanctions applicable to operators violating these statutory provisions.
