Abstract
These Instructions provide for increasing energy and water savings, through the due attention to the basic needs of water and energy consumption of the community and the principle of justice in their utilisation. The Instructions concern steps and innovations to save energy and water within the respective agencies, State owned enterprises for: lighting and air conditioning, office equipment, equipment and tools that use electricity, fuel oil or gas, activities concerning the use of water; the creation of a task force for supervising the implementation of energy and water savings. The Instructions require the institutions to implement programs and activities aimed at energy and water saving, and the general public and private companies to implement energy and water saving in their activities. The Instructions create a National Team for saving energy and water, define its composition and its duties, including: formulate and prepare policies, strategies and programs for saving energy and water including energy conservation programs; set the necessary strategic steps in energy and water saving framework and to develop quality human resources in the field of energy and water conservation; conduct training and provide technical guidance on the implementation of saving energy and water for energy and water users; evaluate policies and activities related directly or indirectly to the use of energy and water.
