Abstract
This document is a national action plan with a sectoral approach. The timeframe of the plan is 5 years from 2011 to 2015. The overall objective is to improve food security and nutrition, as well as food consumption and food safety standards at the national, provincial and district level.
As mentioned, the Plan aims at ensuring food security. Community nutrition, food accessibility, food security situation will be improved. Food accessibility will be ensured by providing community food storage and developing self-food production in vulnerable areas. Food accessibility at household level will also be improved. Malnutrition of children under five years and of pregnant women will be addressed by improving food consumption patterns and by providing a balanced nutrition.
The Plan also aims at decreasing rural poverty. The development of agricultural industries in rural areas will create more job opportunities.
Further measures aim at enabling more inclusive and efficient agricultural systems. Food production of small and medium scale facilities will be improved. To develop a food and nutrition preparedness system, food safety standards based on risk assessments and food quality control will be applied and appropriate and innovative technology will be provided. SO5: Risk assessment are envisaged to reduce the impacts of climate change. Emergency health and nutritional care during natural disasters will be provided.
The Action Plan establishes a Local Institution of Food Security. Responsible institutions for food and nutrition related sectors such as the Ministry of Health, Ministry of Agriculture, Ministry of Home Affairs, Ministry of National Education, Ministry of National Planning and Food and Drug Agency will be involved in the implementation of the Action Plan.
