Presidential Instruction (Inpres) No. 3 of 2026 concerning the Procurement and Management of Domestic Corn and the Distribution of Government Corn Reserves for 2026-2029

Abstract
This Presidential Instruction sets out the medium-term policy directive and national action plan for the procurement, management, and distribution of the Government Corn Reserve (Cadangan Jagung Pemerintah - CJP) for the period of 2026 to 2029. The objective of this instrument is to support the strengthening of the government corn reserve in order to increase national food security, achieve corn self-sufficiency, and increase farmers' income.
To achieve these objectives, the instrument provides specific mandates to various national and regional authorities. The Minister of Agriculture is tasked with increasing corn production and productivity, optimizing the utilization of agricultural land, and facilitating post-harvest infrastructure such as corn dryers. The Head of the National Food Agency (Badan Pangan Nasional) is responsible for regulating the government corn reserve, determining the purchase target volume, and establishing the Government Purchase Price (Harga Acuan Pembelian - HAP) at the farmer level and the selling price at the consumer level. Perum BULOG is specifically designated to manage the operational logistics, including the domestic procurement, secure storage, transport, and distribution of the corn reserves from surplus areas to deficit areas.
In terms of financial agricultural measures, the funding and financing for the implementation of this policy in the fiscal year 2026 are managed as a single unified plan. For the subsequent years from 2027 to 2029, the budget and financing structure will be determined through annual food-sector coordination meetings. The instrument further instructs regional governments (Governors and Regents/Mayors) to facilitate corn harvesting, support internal trade stabilization, and coordinate the smooth procurement and distribution within their respective territorial jurisdictions in accordance with good governance practices.
