Presidential Instruction (Inpres) Number 5 of 2019 concerning the Termination of the Issuance of New Permits and Improvement of the Governance of Primary Natural Forests and Peatlands

This Presidential Instruction, directed towards various ministers, provides various efforts to improve ongoing forest and peatland governance in the context of efforts to reduce emissions from deforestation and forest degradation and to increase ecosystem conservation. The Instruction concerns the termination of granting new permits for primary natural forests and peatlands located in conservation areas, protected forests, production forests including limited production forests, regular or permanent production forests, and convertible production forests; the extension of forest utilisation permits and use of existing forest areas as long as the permit in the business sector is still valid and meets sustainability requirements; permits and business permits for the utilisation of timber forest products in natural forests; the termination of the issuance of land rights, including land use rights and use rights in forest areas; termination of agricultural permits and plantation business permits.
