Presidential Regulation No. 37 of 2023 establishes the National Water Resources Policy until 2030.

This Regulation of the President of Indonesia sets out the National Water Resources Policy (Jaknas SDA) until 2030 with the aim of improving water security in Indonesia. The Policy, which is laid down in the Annex to this Regulation, may be reviewed every five years. At the outset of the Regulation, definitions are given and administrative arrangements defined (arts 1 and 2). The Policy is about public services; policies for increasing the conservation of water resources in a sustainable manner; policies for improving the performance of the utilization of water resources for justice and public welfare; policies for improving the performance of damage control and risk management related to water; policy on increasing the participation of the community and the business world in the Management of Water Resources; and policies for improving the performance of water resources information management systems (art. 3). Article 4 requires the Policy to be measures against the Sustainable Development Goals and sets out objectives of the Policy. Articles 5 and 6 are about the National Water Resilience Index, article 7 concerns the provincial Water Resilience Index, whereas article 8 is concerns the Index at basin level. The National Water Resources Council coordinates the preparation of guidelines for calculating the National Water Resilience Index and Ministerial Regulations shall specify such guidelines. Articles 9 and 10 are about implementation and follow-up (including monitoring) of the Policy.
The Policy at the outset describes challenges for water management and use and then, under B outlines the vision and mission, underlying principles and objectives. The objectives are: 1. continuously increasing the conservation of water resources; 2. Utilizing water resources for justice and community welfare; 3. controlling and reducing the destructive power of water; 4. increase the role of the community and the business world in managing water resources; and 5. building an information system network. Under point C challenges and current problematic issues of the water sector are described. Point D describes the hydro-geographical situation. Points E to E. 6 set contain the substantive part of he Policy: 1. general policy; 2. policy to continuously increase the conservation of water resources; 3. policy for increasing the performance of the utilization of water resources for justice and public welfare; 4. policy for improving the performance of damage control and water-related risk management; 5. policy on increasing the role of the community and the business world in managing water resources; and 6. policy on improving the management performance of the Water Resources Information System (SISDA).
