Presidential Regulation no. 40 of 2023 concerning the Acceleration of National Sugar Self-Sufficiency and the Provision of Bioethanol as Biofuel.

This Presidential Regulation provides for: implementing National sugar self-sufficiency, in order to ensure the availability of raw materials and industrial auxiliary materials for the sugar cane farmers, and to improve food security; increasing bioethanol production from sugar cane production, in order to realise energy security and implement clean energy, through the use of biofuels. The Regulation focuses on: improvement of agricultural practices in the form of seeding, planting, plant maintenance, and harvesting, in order to increase sugar cane production; addition of new sugarcane plantation area from plantation and forest land, through changes in the designation of forest areas and use of forest areas; increasing the welfare of sugar cane farmers; the necessary tax and customs facilities; construction of requested infrastructures for increasing the production of sugar cane; increasing sugar factory capacity or utilities; facilitating the land certification process for sugarcane plantations and sugar factories.
