Abstract
This Presidential Regulation, based on the provisions of the Law no. 32 of 2009 and replacing the Presidential Regulation No. 98 of 2021, provides for addressing climate change by controlling greenhouse gas (GHG) emissions and implementing carbon value instruments consistent with Indonesia's nationally determined contributions (NDC) under the Paris Agreement. The Regulation establishes a comprehensive legal framework for climate change mitigation and adaptation based on sustainable development principles, and focuses on the following matters: emissions, carbon allocation, carbon mitigation, carbon adaptation, carbon trading, carbon credits, monitoring, reporting, verification, and related governance; national mitigation and adaptation actions, including roles for ministries, local governments, businesses, and society; strengthening mechanisms for carbon trading, performance-based payments, and carbon levies; improving integrated measurement, reporting, and verification system; establishment of a steering committee comprising high-level ministers and officials for policy guidance and coordination; improving strategic approaches, implementation stages, sector responsibilities, and sub-sector details, financing and funding sources; detailing carbon trading markets, permit systems, emission quotas, offsets, certifications, and financial mechanisms.
