Abstract
This regulation sets the general plan for investment activities until 2025. It is based on the principles of sustainability, competitiveness, equity, and harmony. The objectives are to increase the quality and quantity of investment, create employment and income, enhance economic growth and development, and support national interests and sovereignty.
The vision is to make Indonesia a leading and competitive investment destination in the region and the world. The mission is to improve the investment climate, spread the investment across regions and sectors, focus on the development of food, infrastructure, and energy, promote green investment, empower micro, small, medium, and cooperative enterprises, provide facilities, ease, and/or incentives for investment, and conduct investment promotion.
The regulation outlines the policy directions for each of the mission components, such as simplifying the licensing and permitting process, developing special economic zones and industrial estates, prioritizing strategic projects, encouraging low-carbon and environmentally friendly investment, facilitating access to finance and technology, offering fiscal and non-fiscal incentives, and strengthening the domestic and international marketing strategy.
The regulation provides a roadmap for the implementation of the general investment plan, which consists of four phases: developing easy and fast investment, accelerating the infrastructure and energy development, expanding the large-scale industry, and advancing the knowledge-based economy.
