Abstract
This Presidential Regulation, in order to meet the Nationally Determined Contribution to net zero emissions within 2060, concerns the setting of limits on carbon capture and storage business activities, in order to capture and transport captured carbon, inject and store it into injection target zones safely and permanently in accordance with good engineering principles and environmental safety standards. The Regulation identifies permitted areas where the activity is carried out by permit holders based on exploration permits and storage operation permits. The Regulation defines the following relevant terms: carbon; petroleum; natural gas; economic value of carbon; exploration permit; upstream business activities; cooperation contracts; environmental monitoring; reservoir and well integrity. Matters covered by this Regulation include: organisation of activities based on cooperation contract; issuance of exploration and storage operation licences; preparation of environmental and development plans; fees for storage activities; incentives; cross-border transportation of carbon, requirements and bilateral agreements; carbon emission trading system and registration in the national registry of climate change control; implementation of climate change mitigation actions; emergency response system; offences.
