Abstract
This regulation aims to accelerate the establishment of the protected paddy field map to secure and maintain national food land availability. This instrument is designed to control rapid paddy field conversion, empower farmers to preserve agricultural land, and provide comprehensive data to designate sustainable food agricultural land. Through these objectives, the regulation seeks to mitigate threats to national food security arising from the increasing conversion of paddy fields into non-paddy fields.
To achieve these goals, the regulation mandates the formation of the Integrated Team for Controlling Paddy Field Conversion, chaired by the Coordinating Minister for Food Affairs. The Integrated Team is responsible for coordinating the verification of raw paddy fields, synchronizing data, proposing the protected paddy field map, and monitoring the overall control implementation. The verification process utilizes updated remote sensing imagery, agrarian data, spatial planning, forest zone mapping, and irrigation data, using a scale of 1:5,000 or 1:10.000. Verified lands include both irrigated paddy fields (technical, semi-technical, simple, village, swamp, pump, and groundwater irrigation) and non-irrigated paddy fields, such as rain-fed fields.
As a core policy measure, any land designated within the protected paddy field map cannot be converted unless a land-use change recommendation is granted by the minister responsible for agrarian affairs and spatial planning. The established map must be officially integrated into national and local Spatial Plans (RTRW) during the formulation or revision of such spatial planning documents.
Furthermore, the instrument incorporates fiscal and non-fiscal incentives to empower local governments and communities to protect their fields. Local governments qualify for agricultural infrastructure and financial support if they allocate more than 87% of their total raw paddy field area as sustainable food agricultural land. For farming communities, incentive measures include the provision of agricultural infrastructure, irrigation facilities, financial aid, micro-credit facilities, agricultural insurance, and accelerated land certification. Supervision and guidance are conducted hierarchically from the Central Government down to provincial, regency/municipal governments, and communities. With the enactment of this instrument, Peraturan Presiden Nomor 59 Tahun 2019 is officially repealed and declared invalid.
