Abstract
This Presidential Regulation concerns type and amount of government food reserves, implementation of government food reserves, assignment of State-owned enterprises, funding for the implementation of government food reserves. The following relevant terms are defined: food, as any product from biological sources of agricultural, forestry, fisheries, animal husbandry, waters, and water, both processed or unprocessed, intended for human consumption, including food additives, food raw materials, and other materials used in its preparation, processing, and/or manufacture; staple food; government food reserve; food shortage; food aid; food problem and crisis; State-owned enterprises in the food sector. The Regulation includes the following types of staple food: rice, corn, soya bean, onion, chilli, poultry and eggs, meat, sugar, cooking oil, fish.
The Regulation provides for: definition of quality standards to specify the amount of government food reserves; handling of emergencies and food insecurity; stabilising prices of certain staple foods; implementation of international agreement on food assistance; definition of nutrition adequacy rate; target distribution of government food reserves; public procurement methods; storage time limits of reserves and decrease in quality; reasons to carry out food reserves distribution, including: food shortage, food crisis, food price fluctuations, natural disasters, emergency state; powers and responsibilities of governmental agencies.
