Abstract
The general purpose and objective of this ministerial regulation is to establish clear and standard technical and administrative requirements governing the import (pemasukan) and export (pengeluaran) of plant-based feed materials (bahan pakan asal tumbuhan) into and out of the territory of the Republic of Indonesia. The instrument primarily aims to guarantee that all plant-based feed materials moving through national borders fulfill safety, quality, and administrative standards to support animal production, survival, and breeding, while systematically updating previous regulatory frameworks to align with risk-based business licensing systems.
Subsequent parts of the text establish strict procedural frameworks for business operators (Pelaku Usaha) engaged in the trade of plant-based feed materials. For imports, operators must secure either an Import Permit (Izin Pemasukan) or a Recommendation for Determining Allocation Needs (SPP-RK) prior to arrival in the customs area. Technical requirements dictate that these materials satisfy Indonesian National Standards (SNI) or designated minimum parameters—covering moisture, ash, crude protein, crude fat, and crude fiber content—verified through a Certificate of Analysis (CoA) or Certificate of Quality (CoQ) alongside a certified Certificate of Origin (CoO). Furthermore, packaging must remain original and sealed from the country of origin, complemented by Indonesian-language labels.
For exports, operators are similarly required to obtain an Export Permit (Izin Pengeluaran) if mandated by the destination country, supported by a valid CoA or CoQ from an accredited testing laboratory. Administratively, all online applications for permits are processed via the electronic systems of the Ministry of Agriculture or integrated networks like SINAS NK. The verification of these files involves the Center for Plant Variety Protection and Agricultural Licensing (PPVTPP) and the Directorate General of Livestock and Animal Health Services, which maintains a 1-day limit for administrative checking and a 3-to-5-day limit for technical evaluations.
The regulation also enforces compliance through mandatory post-customs quarantine measures, routine field inspections, and strict electronic reporting of actual realizations and distribution plans within 15 days of customs clearance. Non-compliance with the provisions, such as unauthorized transfers of permits or failure to submit reports, triggers progressive administrative sanctions. These penalties range from initial written warnings to hefty administrative fines reaching up to Rp100,000,000.00, or the temporary suspension of future import and export permit issuances.
