Abstract
This Regulation establishes the regulatory and operational framework for the management, implementation, and governance of thematic geospatial information within the forestry sector. The general purpose of this instrument is to provide an institutional structure that ensures the availability of accurate, up-to-date, integrated, accountable, and easily accessible forestry geospatial data and information. It aims to support policy formulation, decision-making, and development planning across various forestry disciplines, ensuring alignment with the National Geospatial Information Network.
The regulation defines the specific thematic domains of forestry geospatial information, which encompass forest planning, nature conservation, ecosystem management, watershed management, forest rehabilitation, sustainable forest management, social forestry, and forestry law enforcement. The geographic datasets are specified to be maintained in both digital and printed formats. Operationally, the governance framework assigns distinct roles to two primary entities: Geospatial Data producers (designated working units within the Ministry) who handle field collection, processing, local quality control, and data updates; and the Geospatial Data Manager (Walidata Geospasial), a specialized unit responsible for data aggregation, storage, comprehensive quality assurance, security, and dissemination through the Ministerial and National Geospatial Information Networks
The operationalization of these activities is guided by a five-year action plan synchronized with the national geospatial master plan, funded by the state budget or other authorized legal sources. Procedurally, data producers are required to forward geospatial products and metadata to the data manager, who must complete quality verification within seven working days. Strict rules govern data use: users from government agencies, ministries, or universities are granted specific format accesses, but they must credit the source and report analytical results back to the data manager within six months. Failure to comply or update data triggers warning notices and temporary suspension of data access. Monitoring and evaluation must be conducted at least once a year.
