Regulation of the Minister of Energy and Mineral Resources Number 8 of 2025 concerning Energy Management.

This Ministerial Regulation, implementing provisions of articles 12, 49, 53 and 61 of the Government Regulation no. 33 of 2023 concerning energy conservation, provides for implementing energy management and conservation measures. The Regulation concerns: energy efficiency; energy conservation; energy providers; business entities involved in energy production and distribution; energy audit; collecting data, analysing, verifying energy performance. Matters covered by this Regulation include: energy management activities, appointment of energy managers, implementation of periodic energy audits, preparation of energy efficiency programmes, preparation of risk assessment models on energy production, financing measures and funding for the implementation of energy management programmes, competency certification in the field of energy conservation, incentives provided by the Minister, application of carbon economic value for implementing climate change mitigation actions.
