Regulation of the Minister of Environment and Forestry Number 10 of 2021 concerning Community Seed Gardens.

This Ministerial Regulation, in order to implement the provisions of Article 30 paragraph (1) letter b and paragraph (2) of Government Regulation no. 26 of 2020 concerning Forest Rehabilitation and Reclamation, concerns supporting activities for forest and land rehabilitation through seed development in the form of community seed gardens. The Regulation emphasises the involvement of local communities, indigenous groups, farmers, and social forestry permit holders in producing seeds for reforestation and rehabilitation, promoting both ecological restoration and community empowerment, focusing on seed production targets, funding mechanisms, monitoring, evaluation, and reporting. The Regulation defines the following relevant terms: seeds; community seed garden; social forestry; non-timber forest products; community seed garden management group; traditional community law. The Regulation provides for empowering communities through rehabilitation activities and therefore concerns the following matters: criteria for seed production and planting; processes for fund distribution and disbursement; seed planting process, including: planning for planting, planting activities, evaluation, and incentive payments; facilitation, control and reporting activities.
