Abstract
This Ministerial Regulation, based on the provisions of article 7 letters b and c of the Law no. 18 of 2008 concerning waste management, provides for a comprehensive and integrated waste management from upstream to downstream, with a circular economy approach by the central government, regional governments and the community. The Regulation defines the following relevant terms: waste management; waste bank, as a facility for managing waste using the 3R principle (reduce, reuse, and recycle); hazardous and toxic materials; hazardous and toxic waste; household waste. Matters covered by the Regulation include: waste bank requirements, waste reduction and management; food waste and waste easily decomposed; categories of recyclable waste; partnership of the government with waste banks; provision of incentives for good performance of waste banks.
