Regulation of the Minister of Environment and Forestry Number 23 of 2021 concerning the Implementation of Forest and Land Rehabilitation

This Ministerial Regulation, implementing Article 29, Article 30 paragraph (2), and Article 61 of Government Regulation Number 26 of 2020 concerning Forest Rehabilitation and Reclamation, provides for implementing forest and land rehabilitation measures, in order to improve land productivity and ecosystem protection, support sustainable use of natural resources. The Regulation defines the following relevant terms: forest and land rehabilitation; watershed areas; seed sources and seedlings; types and functions of various forest categories, including: forest conservation, forest protection, production forest, community forest; ecosystem conservation. Matters covered by the Regulation concern: implementation procedures for forest and land rehabilitation; watershed-level indicative planning; reforestation programmes and soil conservation techniques; application of agro-forestry programmes; definition of standards on seed and seedling quality, species selection based on forest function, planting density, and maintenance procedures; guidance on land preparation, seedling planting, underbrush management, fertilisation, pest control, and replanting; structures for ensuring soil conservation, including dams, water reservoirs and infiltration wells; monitoring and evaluation framework; inspection; supporting activities for forest and land rehabilitation, particularly: plant protection and security, fire prevention, institutional capacity building; funding measures.
