Abstract
This Ministerial Regulation, provides for implementing provisions of Article 5 paragraph (5), Article 30, Article 44, Article 61 paragraph (3), Article 67 paragraph (4), Article 69 paragraph (5), and Article 82 paragraph (6) of the Presidential Regulation no. 98 of 2021 concerning the Implementation of Values Carbon Economy for achieving the Nationally Determined Contribution targets, and for controlling greenhouse gas emissions in national development projects. Therefore, the Regulation defines the following relevant terms: Nationally Determined Contribution; climate change; Economic Value of Carbon; greenhouse gas emissions; Nationally Determined Contribution roadmap; data collection on activities that can release or absorb greenhouse gases; technical approval of upper emission limits for business actors; climate resilience; climate change mitigation and adaptation measures; capacity building; climate change risk assessment and vulnerability; environmental protection and management plan; greenhouse gas emissions inventory; national climate change control registry system.
The Regulation concerns the following matters: preparation of Nationally Determined Contributions and its implementation strategy, including: capacity building, creation of enabling conditions for adaptation and mitigation measures, preparation of detailed plans, policies and programmes, monitoring; drafting of the Nationally Determined Contribution roadmap, to outline efforts to achieve the NDC targets, and to specify: details of GHG emission reduction targets, funding needs, climate change mitigation and adaptation scenarios, analysis of data and information at national, sub-sectoral and local level; implementation of climate change mitigation actions, performed by institutions, local governments and business actors in the following sectors: energy, solid and liquid waste management, forestry and land use, industrial processes and product use, agriculture and rice field cultivation, transportation, animal husbandry, plantation. Concerning the definition of climate change mitigation targets, the Regulation specifies: consideration of national social and economic aspects, effectiveness of the actions, resource capacity, compliance with the provisions of the Long Term Strategy-Low Carbon and Climate Resilience 2050, identification of GHG emission reduction activities in all sectors.
Concerning the implementation of climate change adaptation planning and actions, the Regulation focuses on the following sectors: food and nutrition security; water and sea area; energy sector; health sector; ecosystem conservation. The Regulation defines the following indicators: air temperature, rainfall intensity, sea surface temperature, sea level height, land and sea use, water resources management. Further matters covered by this Regulation include: provision of information and reports on results of the adopted measures; monitoring and evaluation framework.
