Abstract
This Ministerial Regulation, implementing provisions of the Presidential Regulation Number 98 of 2021 concerning the Implementation of Carbon Economic Value for the Achievement of Nationally Determined Contribution Targets and Control of Greenhouse Gas Emissions in National Development, concerns procedures for implementing carbon trading and performance-based payments in the marine sector. The Regulation defines: Nationally Determined Contribution; business actors; greenhouse gas emissions; climate change mitigation actions; emission trading; carbon trading; National Climate Change Control Registry System; emission reduction certificate; Public Service Agency of the Environmental Fund Management Agency. The Regulation covers the following matters: Carbon Trading mechanism in the marine sector, including: fish farming, processing and marketing of fish products, scientific development activities; land and coastal management for improving marine ecosystem conservation. Further matters include: emission measurement; preparation of a Mitigation Action Plan; implementation of mitigation actions in marine conservation areas; issuance of certification for greenhouse gas emissions reduction; monitoring and evaluation.
