Strategic Plan of the Ministry of Environment and Forestry for 2020-2024. Revised edition 2021

This Strategic Plan represents Indonesia’s commitment to tackle environmental and forestry issues and to reduce climate change impacts, in order to define clear policies and strategies to support the achievement of national development targets and the government vision aimed at preserving and protecting forest ecosystem and the unique Indonesian flora and fauna for the welfare of future generations. The Strategic Plan is structured as follows: 1) introduction, including general conditions, potential and problems; 2) vision, mission, objectives; 3) policy directions, strategies, regulatory and institutional framework; 4) performance targets and funding framework. The vision of the Plan is based on sustainability and welfare and concerns the realisation of an advanced country sovereign, independent that exploits forest resources and the environment in a sustainable way for the community welfare. In order to realise the vision of the Plan, the Strategic Plan defines the following strategic goals: 1) realisation of a quality environment and forests that are responsive to climate change; 2) achievement of optimising the utilisation of forest and environmental resources in accordance with the sustainable capacity of the environment; 3) maintaining the existence, function and distribution of forest benefits in a sustainable and equitable manner; 4) implementation of environmental development governance and innovation life and forestry.
The Plan describes government actions to increase forests and their ecosystem management through the following objectives: 1) ensuring a significant reduction in the rate of deforestation and forest and land degradation; 2) prevent forest and land fires and overcome their negative effects on the environment, health and economic growth; 3) applying the principles of capacity building and environmental capacity in forest utilisation; 4) alignment of Ministerial Policy directions in accordance with Sustainable Development Goals (SDG); 5) successful cooperation to address climate change issues through a nationally determined contribution; 6) participation of both men and women in forest management. The Plan defines these corrective steps to strengthen the importance of forest resources and to offer a better quality of the environment to the future generations: implementing low-carbon development and resilience to climate change, through management and restoration of peatlands, and land rehabilitation; reduction of deforestation rate; changing the direction of forest exploitation from timber management towards forest ecosystem; implementing community-based management; providing legal assistance to communities in order to settle conflicts related to forestry and land tenure; prevention of loss of biodiversity and reduction of damage to ecosystems, through the creation of conservation areas; protection of endangered species; restoration of damages to natural resources and to the environment.
The Strategic Plan focuses on the following potentials and performance: environmental quality index and data analysis; deforestation rate; forest and land fires and factors related to their increase; reduction of greenhouse emissions; management of hazardous and toxic waste, including waste reduction, transportation of waste; land conditions based on forest types; watershed and critical lands restoration; log production; development of customary forests and of indigenous contribution to forest management and conservation; improvement of water resources utilisation; pollution control.
