Abstract
This Regulation is focused on the important functions of forest management in Indonesia, on its benefits for the community, from the ecological, economic, and socio-cultural aspects, and therefore it needs to be carried out in a sustainable manner, taking into consideration ecology, economy and local culture and knowledge. Forestry management is based on the principles of benefit, preservation, democracy, justice, cooperation, openness and integrity. The following relevant terms are defined: forestry office; forest; forest management; forest area; forest area with certain purposes; protection forest; forest product; wood forest product; non-wood forest product; forest management plan; forest utilisation; forest park; river flow area; DAS management, as a process to manage and integrate activities in several sectors; environmental service utilisation; wood forest products utilisation; non-wood forest products utilisation; rehabilitation; forest utilisation permit; business permit; silviculture system; industrial plants forest; people’s plants forest; community forest; village forest; customary forest.
The Regulation aims at: optimising forest management covering conservation, protection and production functions, in order to reach environmental, social, culture and economic benefits; increasing carrying capacity of river flow area; reducing greenhouse gas emission and climate change; increasing ability to develop community’s capacity and empowerment; ensuring distribution of benefits; protecting wild plants and animals; managing important ecosystem and buffer zone of nature reserve. Matters covered by the Regulation include: specific activities to implement forest management; forest management execution and formulation of management plan; duties, obligations and activities related to forest utilisation, including: beekeeping, animal rehabilitation, forage farming, plant cultivation; environmental service utilisation and related activities, including: water utilisation, nature tourism, biodiversity protection, environmental protection; rehabilitation activities, including: reforestation, application of land conservation techniques, land use; forest protection; conservation of forest parks; community empowerment; prohibited activities, including illegal or not-authorised logging and setting forest in fires; monitoring and supervision; administrative sanctions and criminal provisions; funding.
