Abstract
These Regulations introduce controls on volatile organic compound emissions resulting from petrol storage and distribution at terminals. The Regulations provide for the operation of a system of permits by the Environmental Protection Agency. A permit shall be issued so as to ensure compliance with Council Directive 94/63/EC. The Regulations define duties of owners of terminals with regard to design of a terminal and of the manager of a terminal with regard to its operation. The Regulations set out the procedures for the granting of permits and appoint the Environmental Protection Agency as competent authority for the purposes of the Directive.
