Abstract
These Regulations, which cover the marketing of all feeding stuffs other than exceptions specified in regulation 3, lay down quality, labelling and packing requirements for straight and compound feeding stuffs, as well as official methods of sampling and analysis. A person shall not market a straight feeding stuff unless conditions set out in regulation 5 are observed and shall not market compound feeding stuff unless conditions set out in regulation 6 are observed. Regulations 8 and 9 prescribe particulars for labelling of packages or containers. A person who has on his premises any feeding stuff, which he has purchased and which he proposes to use in the course of his farming operations, may apply to the Minister to have a sample thereof taken for analysis under regulation 11. Remaining regulations provide for the keeping of records, powers of persons authorized by the Minister and prescribe offences and penalties. (18 regulations completed by 4 Schedules)

These Regulations are also amended: in 1991 so as to modify limits of error set out in the Fourth Schedule, in respect of crude ash and crude fibre in straight and compound feeding stuffs; in 1994 so as to give effect to Commission Directive 93/28/EEC which amends the method of analysis for the determination of crude protein in feeding stuffs; and in 1998 so as to give effect to Commission Decisions 95/274/EC and 97/582/EC which amend the list of ingredients whose use is prohibited in compound feeding stuffs, and Commission Directive 97/47/EC which introduces labelling requirements for straight and compound feeding stuffs containing mammalian protein.These Regulations revoke the Fertilisers, Feeding Stuffs and Mineral Mixtures Regulations 1957 (S.I. No. 264 of 1957) other than regulation 13, insofar as they relate to feeding stuffs and mineral mixtures.
