Abstract
These Regulations: (a) provide for differential standards for the different types of varieties of smooth stalked meadow grass; (b) provide that fodder plant seed in the form of mixtures may be imported only if the importer has a certificate issued by or on behalf of the official authority stating that it has been mixed in the presence of and under the supervision of a full time officer of the official authority; and (c) prescribe fees for the testing and certification of fodder plant seed.

These Regulations have been further amended several times between 1987 and 1998: Amendments of 1987: (a) prescribe a revised scale of fees for the testing and certification of fodder plant seeds; and (b) provide that seen of the species Vicia Faba L (partim)-field beans-may not be marketed unless (inter alia) it has been officially certified as pre-basic seed, basic seed or certified seed. Amendments of 1989, 1990, 1991, 1993, 1994, 199, 1996, and 1998 prescribe a revised scale of fees for the testing and/or certification of fodder plant seed. Amendments of 1992 prohibit the sale of commercial seed for fodder species. Amendments of 1997 replace the abbreviation "EEC" with "EC" with regard to packaging and labelling of seeds and revise maximum weights for seed lots of certain species.The Principal Regulations and amending Regulations may be cited together as the European Communities (Seed of Fodder Plants) Regulations, 1981 and 1998.
