These Regulations give effect to Commission Directive 2004/55/EC amending Council Directive 66/401/EEC on the marketing of fodder plant seed. Directive 66/401/EEC is supplemented by this Directive with a view to extending the application scope and covering in particular crossings of Festuca spp. with Lolium spp.
