Abstract
The purpose of these Regulations is to give effect to Ireland s Nitrates Action Programme pursuant to Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural source. Part 2 regulates farmyard management and includes several requirements and standards to be respected by the occupier of a holding, they follow: minimisation of soiled water; shall not cause or permit the entry to waters and provide appropriate storage of certain substances (livestock manure and other organic fertilisers, soiled water and effluents from dungsteads, farmyard manure pits, silage pits or silage clamps arising or produced in a building or yard on a holding) to prevent the run-off or seepage, directly or indirectly, into groundwaters or surface waters of such substances. The PArt also establish obligations as to capacity of storage facilities.
Part 3 concerns nutrient management, and establishes that an occupier of a holding shall take as far as is practicable all such steps for the purposes of preventing the application to land of fertilisers in excess of crop requirement on the holding. Part 4 provides for the prevention of water pollution from fertilizers and certain activities; it establishes distances to be respected for fertilizers usage from a water body, application requirements, periods when prohibited, limits on the amount of livestock manure to be applied, among others. Part 5 concerns general duties of occupiers, offences. Part 6 functions of public authorities.
