The National Flood Resilience Strategy, published in December 2024 as part of the Scottish National Adaptation Plan 2024-2029, outlines Scotland’s response to the escalating flood risk exacerbated by climate change. Recognizing flooding as the nation’s predominant climate adaptation challenge, the strategy emphasizes a transition from conventional flood protection measures to the creation of flood-resilient communities. It acknowledges the inevitability of increased flood exposure due to projected rises in sea levels, peak rainfall, and river flow rates, leading to an estimated 400,000 properties at risk by 2080. The Strategy establishes a framework for long-term adaptation through a structured approach centered on people, places, and processes. It prioritizes community engagement, advocating for public participation in resilience planning, and supporting stakeholders in assessing, preparing for, responding to, and recovering from flood events. A fundamental shift in land management and urban planning is promoted, encouraging adaptive infrastructure, blue and green spaces, and sustainable development practices that integrate flood mitigation measures. Policy implementation necessitates collaboration across governmental entities, industry stakeholders, and local communities. The establishment of a Flood Advisory Service is proposed to provide governance and technical guidance for resilience initiatives. Additionally, emphasis is placed on enhancing data-driven decision-making, improving land-use strategies for flood mitigation, supporting diverse flood intervention methods, and incorporating long-term transition planning for communities at heightened risk. The strategy underscores the necessity of a holistic approach, integrating climate adaptation principles with urban development, coastal management, and emergency response planning.
