Abstract
These Regulations designate the Environmental Protection Agency as competent authority for the purposes of establishing and maintaining an Irish pollutant release and transfer register. This Register is required as an obligation under the United Nations Economic Commission for Europe Protocol on Pollutant Release and Transfer Registers. The Register is a national or regional environmental database or inventory of potentially hazardous chemical substances and/or pollutants released to air, water and soil, and transferred off-site for treatment or disposal. It shall be instrumental in facilitating public participation in environmental decision-making as well as contributing to the prevention and reduction of pollution of the environment. The Regulations also define duties of the Agency and allow the Agency to prosecute offences under these Regulations.
