Abstract
These Regulations give effect to a revision of 2010 of Annex III of the International Convention for the Prevention of Pollution from Ships as amended by the 1978 Protocol and as further amended by a resolution of the Marine Environment Protection Committee (MEPC) of the International Maritime Organization. The Regulations prohibit the carriage of harmful substances by sea by Irish ships and all other ships when they are in Irish waters (as defined by the Sea Pollution Act 1991), unless done in accordance with prescribed rules regarding packing, marking and labelling, documentation and stowage. “Harmful substances” are those substances which are identified as marine pollutants in the International Maritime Dangerous Goods Code (IMDG Code) or which meet the criteria in the Appendix of Annex III.
