Abstract
These Regulations provide for a registration system of waste brokers and dealers who arrange for the shipment of waste to and from Ireland and also the passage of waste through Ireland. The Regulations, among other things: designate the competent authority for purposes of Article 6 of Directive 2006/12/EC of the European Parliament and of the Council; require the competent authority to register brokers and dealers in the register established and maintained by it pursuant to section 19 of the Waste Management Act; require brokers and dealers to register with the competent authority; grant powers to the competent authority to attach conditions to or to revoke a certificate of registration; and require a person who arranges the shipment of waste subject to Regulation (EC) No. 1013/2006 of the European Parliament and of the Council of on shipments of waste, these Regulations or the Waste Management (Shipments of Waste) Regulations 2007 or who facilitates the movement or transfer of waste within Ireland, to use only those brokers or dealers with a valid certificate of registration.
