Abstract
The Whole of Government Circular Economy Strategy 2026–2028 establishes a national policy framework to accelerate Ireland’s transition toward a circular system in which the value of materials and products is maintained for as long as possible and waste generation is minimised. It positions circularity as a central component of economic competitiveness, environmental sustainability and social wellbeing, while contributing to climate mitigation, resource efficiency and resilience of supply chains. The Strategy defines a set of core objectives aimed at improving the efficiency and circularity of resource use within the economy. These objectives include increasing Ireland’s circular material use rate through progressive annual targets, reducing dependence on virgin raw materials, and supporting economic growth in a manner consistent with enhanced resource productivity. It further seeks to promote innovation and competitiveness by fostering sustainable design, advanced manufacturing and circular business models, while ensuring that the benefits of the transition are equitably distributed across society. Additional objectives concern empowering consumers and communities to adopt sustainable consumption practices, supporting local authorities in implementing circular initiatives, and utilising digital technologies—such as traceability systems and product passports—as enabling mechanisms for circular economy practices. The Strategy identifies priority sectors, including construction, bioeconomy and agriculture, retail, packaging, textiles and electronic equipment, within which targeted actions and measurable outcomes are established to reduce material consumption and increase repair, reuse and recycling rates. The Strategy also promotes initiatives to encourage behavioural change, such as support for repair activities and increased product lifespan, alongside the development of digital tools to facilitate informed decision-making and material tracking.
