Abstract
These Regulations consisting of 43 articles aims at promoting the welfare of animals, having physical, medical, behavioral, mental, and social needs. For the fulfillment of these aforementioned needs, animals kept by people require adequate conditions and environmental enrichment and these regulations specify the minimum conditions for their keeping. Conditions for keeping animals are provided in article 3. Article 5 regards terms to keep poultry in cages. Articles 9 - 14 deal with both veterinarian and general regulations to keep animals in facilities. Holding and operating a petting zoo is the subject of articles 17 - 23. Permits, health conditions, maximum load, rest breaks, management of an activity site with regard to working animals are dealt with in articles 24 - 35.

Entry into force notes
Regulations 1 to 8, 13, 21, 23 to 30 and 36 to 42 shall enter into force within 60 days of publication in the Official Gazette. Regulations 9 to 12, 14 to 20, 22, and 31 to 35 shall enter into force within 1 year of publication in the Official Gazette. Regulation 16 (9) with respect to municipal lairs shall enter into force after 3 years from the publication of these Regulations.
