Cruelty to Animals Law (Experiments on Animals), 1994.

This Law, divided in five Parts, 29 sections and one Annex, gives definitions and makes provisions for the institution of Experiments on Animals Council. Part One gives definitions. Part Two regards the Experiments on Animals Council. The Council shall be of 23 members (the Council’s member composition is listed in section 2).the council’s targets are: a) to set rules for the authorization of experiments on animals; b) to set rules for the training of personnel in order to reduce animal suffering; c) to initiate information campaigns; d) to set a limited number of experiments on one animal; e) to set taxes and levies for the authorizations and permits granted by this Law. Part Three deals with Experiments On Animals. Sections 8-10 prohibit operating experiments on animals unless according to this Law (and to Annex One) or if there are other ways for achieving similar results and for the testing of cosmetic products. Section 13 provides for the appointing, from within the Council of a Permits Committee and lists permit requests procedures. Section 16 provides for the appointing of an Audit Committee regarding this Law. Part Four deals with experiments on animals concerning the military system. The Minister of defence shall appoint a Committee for Experiments on Animals for Military Purposes. The committee shall follow, as far as possible, the Council rules, but shall have the power to deviate from them for nations security purposes. Part Five provides with Penalties and general rules. Section 22 establishes secrecy obligations.
