Government Resolution No. 4079 from July 29, 2018, on Israel's Preparedness for Adaptation to Climate Change: Implementation of the Recommendations for a National Strategy and Action Plan.

This Resolution outlines Israel's National Strategy for Climate Change Adaptation, building on previous directives that acknowledge global climate change and commit to achieving a high level of preparedness. The overarching goal is to reduce health, environmental, and economic risks, while exploiting potential opportunities arising from climate change. This involves long-term commitment, coordination, and flexibility. The Plan shall include 5 goals focusing on (1) reducing vulnerability and building economic resilience; (2) increasing the resilience of natural systems; (3) building and updating the scientific knowledge base; (4) educating, raising awareness, and making knowledge accessible; (5) integrating Israel into global efforts and promoting international cooperation. The necessity of a Climate Change Preparedness Administration is recognized. This Administration, led by the Ministry of Environmental Protection, will ensure inter-ministerial coordination and monitor the national adaptation strategy. It will (i) lead and catalyze new policy initiatives; (ii) coordinate national adaptation activities and report annually to the government and public; (iii) appoint ad hoc subcommittees for cross-ministerial issues; (iv) develop risk-management-based decision-making methodologies; (v) promote the national strategy and action plan; (vi) conduct and coordinate studies on climate change effects across sectors, ensuring comprehensive research with practical economic applications; (vii) lead the integration of science and policy; (viii) serve as a link between the public, government, and experts, and as an independent source of information; (ix) act as an inter-ministerial coordinating and advisory body, focusing on horizontal integration. Each Ministry must establish and implement its own preparedness plan, reporting annually to the government via the Administration. The Administration's annual report, summarizing activities and national action plans, will be submitted to the government and publicly released.
The Plan shall include at least the following sectors and institutions considered relevant to climate change adaptation (i) Environmental Protection; (ii) Health; (iii) Agriculture and Rural Development; (iv) Energy; (v) Transportation; (vi) Construction and Housing; (vii) Science and Technology/Research and Development; (viii) Tourism; (ix) Education (covering all levels and public awareness); (x) Manufacturing/Industry; (xi) Water and Sewage Management; (xii) Biodiversity and Ecosystem Management (including Nature and National Parks); (xiii) Emergency Services and Disaster Management (including Fire Authority); (xiv) Meteorological Services; (xv) Urban and Regional Planning (including Land Use Planning); (xvi) Public Administration and Governance (to encompass broader government functions and coordination, including land administration if not covered elsewhere).
